WASHINGTON (AA) - US Capitol Police said Thursday they are negotiating with a man who claimed to have a bomb in a black pickup truck parked in front of the Library of Congress.

The driver told an officer who responded to the scene that "he had a bomb and what the officer said appeared to be a detonator in the man's hand," Police Chief J. Thomas Manger told reporters.

Nearby buildings have been evacuated. The man has not been identified, nor has a motive been officially established.

The incident began around 9.15 a.m. local time when the individual drove the vehicle onto the sidewalk in front of the Library of Congress, according to police.

Manger said police negotiators "are hard at work trying to have a peaceful resolution to this incident."

The House of Representatives and the Senate are currently on recess but some staffers were working in the area.

Facebook deactivated a livestream that appeared to have been from the man inside the truck, and removed his profile from the platform, according to a spokesman. Andy Stone from the social media company said it is "continuing to investigate."

Video circulating on other social media websites from what appears to be the livesteam before it was severed appears to show a man in a truck outside of the Library of Congress ranting against US President Joe Biden and demanding the president call him.

He claims to have ammonium nitrate, a highly explosive chemical, in the back of his truck.
