Japan-Ukraine security information pact enters into force
Agreement outlines measures to protect shared classified information under national security laws

ISTANBUL (AA) - A bilateral agreement between Japan and Ukraine on the security of classified information has officially entered into force, Japan’s Foreign Ministry said in a recent statement.
The agreement establishes measures for Tokyo and Kyiv to protect exchanged classified information in accordance with their respective national laws to safeguard national security.
The pact was signed on Nov. 16, 2024, by Japanese Ambassador to Ukraine Masashi Nakagome and Serhii Andrushchenko, first deputy head of Ukraine’s Security Service.
Following Ukraine’s notification of completed internal procedures on May 22, 2025, the agreement entered into force on June 21, 2025.
The statement further added that Tokyo expects the pact will strengthen the protection of shared information and encourage more effective exchanges.
In February 2024, Japan and Ukraine signed 56 agreements across various sectors, including post-war recovery, during a conference in Tokyo related to Ukraine’s economic growth and reconstruction.
The two countries agreed to cooperate in areas such as infrastructure, demining, agriculture, humanitarian aid, biotechnology, industry, information technology, and governance.
