UPDATES DEATH TOLL; REVISES HEADLINE, LEDE

ISTANBUL (AA) - At least three people were killed and 12 others injured on Saturday following an explosion in a four-story building in the Al-Raml Al-Janoubi neighborhood of Latakia, northwestern Syria, state media said.
The SANA news agency attributed the casualty figures to Latakia Governor Mohammad Othman.
Many civilians were also said to be trapped under the rubble. Search, rescue, and emergency teams from civil defense continued operations at the explosion site.
