LONDON (AA) - British Defense Secretary John Healey announced sweeping reforms to the Ministry of Defense (MOD) on Tuesday, describing them as the biggest shake-up in UK defense in over 50 years.

In a landmark speech at the Institute for Government, Healey emphasized the urgent need for change in response to rising geopolitical threats, including the war in Ukraine, and reinforced the government’s commitment to making the MOD more accountable, efficient and prepared for modern conflicts.

Addressing a packed audience, Healey underscored the importance of stronger leadership, clearer accountability, faster delivery and better value for money in defense spending.

He noted that defense budgets are increasing but inefficiencies have left the UK unable to secure the best value for its armed forces.

"We are in a new era of threat that demands a new era for defense," Healey stated. "Investment in defense will be matched by reform."

At the core of the reform is a new leadership structure designed to end confusion over accountability in defense decision-making.

Healey announced the creation of a Quad leadership team, consisting of four senior figures who will each report directly to the defense secretary.

The new structure will be operational by March 31, ensuring the military is more focused on warfighting, readiness, and deterrence.

He acknowledged severe inefficiencies in defense spending, revealing that the MOD currently has 11 separate finance functions, leading to duplicated efforts and slow decision-making.

A key part of this overhaul is the creation of a single investment budget, consolidating eight procurement budgets into one.

It will allow for smarter, faster acquisitions of military equipment, reducing delays and ensuring better value for taxpayer money, he said.

Healey also highlighted a major flaw in MOD procurement, where there are "11 checkers for every one decision-maker," causing significant delays.

By streamlining processes and reducing waste, the government wants to save £10 billion ($13 billion) in the next decade, with all savings reinvested into defense capabilities.

He outlined his vision for the UK to become a global leader in military manufacturing, leveraging the MOD as a driver for economic growth.

The head of National Armaments will act as the UK’s chief defense industry partner, overseeing a £20 billion-plus budget and ensuring that UK forces receive the best possible equipment as quickly as possible.

"This is about rearming Britain," Healey said. "Our new defense approach will deliver more jobs, more apprenticeships, and a stronger UK defense industry."

"This will mean growing the economy, a more muscular defense for a more dangerous world, and a Britain that is secure at home and strong abroad," he added.​​​​​​​
